how do you convert JPEG or PDF images to HTML so that it can, for example, be opened more quickly on e-mails? What programs do I need for it? Can you do it in Photoshop?

you can send the PDF attachments via e-mail to yourself, then you can open it in HTML format. Or you want to more professional PDF conversion. You may try this

It is not a difficult if you just want to learn, but it is really difficult if you want to convert a design into html for professional use as many things are involved in design to html conversion.

There are lot of sites to convert JPEG or PDF into HTML format? I personally use for excel to pdf convertion. I'm using it because it's easy to use not like other complicated tools.
